Through Executive Decree 639, the President of the Republic, Guillermo Lasso, ordered the removal or closure of the extinct Siembra Public Company and the City of Knowledge project.
Former President of the Republic Lenín Moreno signed Decree 1060 on May 19, 2020, whereby the extinction of Siembra EP was ordered, for which he set a maximum term of 180 days.
Siembra was the company in charge of developing the activities related to the City of Knowledge project. This was created during the government of Rafael Correa.

The decree signed on January 6, 2023 details that the Secretary of Higher Education, Science. Technology and Innovation (Senescyt) is authorized to “carry out all administrative, legal, financial, operational, technical and technological actions to execute everything inherent to the former Siembra EP Public Company, considering its current expenditure and the City of Knowledge project for its deregistration and/or closure”.
The same secretariat will administer the Yachay Special Economic Development Zone (ZEDE) until its closure and liquidation.

The decree also authorizes the Senescyt to administer and manage contracts, agreements, leases of physical spaces and any other contractual instrument; also the review, approval and signing of closing and liquidation minutes, as well as the termination of contractual relations for the closure of the City of Knowledge project.
The Senescyt will issue reports in which it will determine the movable and immovable property, the powers and attributions that by their nature should be transferred to other institutions belonging to the Executive Function.
In the same Decree 639 it is detailed that there is an excessive current expense in the maintenance of the entities.
