The Economic Development Commission of the National Assembly, this November 4, began the process of the urgent economic project of Economic Development and Fiscal Sustainability after the COVID-19 Pandemic, and undertakes to present the report for the first debate in ten days.
The Executive’s initiative project proposes a set of reforms to six codes and thirteen laws. What the proposal seeks is a collection of $ 1.8 billion, said legislator Wilma Andrade (ID), who led the session where a schedule of appearances was unanimously approved.

The project sent by the Executive, on October 28, proposes a month-by-month contribution from people who earn more than $ 2,000, and it will be progressively according to the salary item they receive. The deadline to approve this project in the National Assembly expires on November 28.

The taxable table begins for those who earn $ 2,000, with a monthly contribution of $ 15. This goes up to $ 100 per month for those who earn more than $ 3,400, to $ 200 for those with income over $ 5,000 and up to $ 800 for salaries over $ 9,800.
According to the approved schedule, 17 sectors and authorities will be called to appear, such as the Ministry of Economy and Finance, the Internal Revenue Service, Ministry of Production, National Planning Secretariat, Central Bank of Ecuador, Board of Policy and Monetary Regulation , Board of Financial Policy and Regulation, Ministry of Energy, Ministry of Telecommunications, National Customs Service of Ecuador.
They also include the Ecuadorian Standardization Service, the Governing Council of the Galapagos Special Regime, the Alliance for Entrepreneurship and Innovation, representatives of tour operators, representatives of the chambers, committees, federations and councils of production, commerce, industries and agriculture. .
The commission expects to convene representatives from the tobacco, beer, soft drink and alcoholic beverages industry, academics, and economic and tax analysts.
Assemblywoman Wilma Andrade stressed that the Executive’s proposal is very broad and ambitious, contained in 200 articles, and that although it seeks an annual collection of $ 1.8 billion, this process should not affect or produce a contraction in the sectors that are in some way in the proposal.
He said that the project complies with the general parameters: in taxation there is progressivity, that is, those who have more pay more, with which a tax justice is implemented and the popular sectors are not affected.
That it is interesting that the elimination of 2% is proposed for microentrepreneurs and entrepreneurs, as well as that a simplified tax system is being proposed.

They maintain that saving is being punished, because a contribution to the patrimony of both individuals and companies is being implemented, which would be a terrible message: that in the future it would not be necessary to invest in goods in the country. But, according to the legislator of the ID, it will be necessary to look for rationality to avoid that it is confiscatory.
Regarding the repatriation of capital, Andrade said that the cases should be analyzed in depth, since it is said that taxes have been paid in recent years for around $ 32,000.
