Cartagena was detained in Puerto Rico. The other detainees are Hector Robles, Luis Cruz and Carlos Macci. The actor’s death was investigated by New York City police, but the charges were brought by the federal attorney’s office in Manhattan, which watched the suspects in the case even before Williams died.
The security services conducted the action for several months: paid informants who made controlled purchases of heroin in the same district where the deceased actor purchased the goods, participated in it. An undercover policeman only bought a dose of heroin a few days before the tragic accident happened.
