Audits of Poczta Polska controllers are ongoing throughout Poland. They check whether the owners of radio and television sets have registered the equipment and pay a subscription fee for it. Penalties for failure to pay fees are high. Failure to pay the RTV license fee results in the obligation to pay 30 times the monthly fee. However, in order to impose such a penalty, the controller must prove that the unpaid device is able to receive the signal at any time. Taking a picture of the radio in your car is not enough.

Inspectors verify both building residents and drivers, which is not as easy as it may seem. There are only a few dozen people in Poland who check the receivers, and no one is obliged to let them into the house. Additionally, Smart TVs without a decoder or antenna, as well as smartphones with the option to listen to the radio, are not subject to compulsory registration.
It is much easier for Poczta Polska to enforce fees that have already registered their receiver. Failure to pay fees is immediately caught and the case goes to the tax office. According to the Wirtualne Media website, there are many proceedings related to failure to pay the RTV license fee.
How much is the TV license fee?
The Office of Communication and Promotion informed the website that in the first quarter enforcement proceedings were initiated based on 5,233 enforcement titles and PLN 5.951 million was recovered on their basis. Last year, in the same period, there were fewer proceedings, but they brought more money – PLN 6.305 million.
The National Broadcasting Council allows you to appeal against a penalty for failure to register a receiver. The institution may also divide the payment of arrears into installments. Currently, the fee for using a radio receiver is PLN 8.70 per month, and for a television and radio receiver it is PLN 27.30 per month. The rates are valid from the beginning of 2023 and will also remain in 2025.
