The outgoing Minister of Culture, Piotr Gliñski, intends to rub the noses of his successors. A message announcing the recruitment for members and members of the PISF council appeared on the website of the National Film Institute. The problem is that this information is deeply hidden on the institution’s website, and the deadline for submitting applications expires next Friday. In this way, Gliñski can appoint the members of the council in the coming weekend, cementing its composition for the next three years.

On Monday, November 13, 2023, President Andrzej Duda appointed Mateusz Morawiecki from PiS, who failed to obtain a parliamentary majority in the last elections, as Prime Minister. Although United Right politicians believe that they will be able to govern for another term, in reality the chances for this are minimal. Marcin Horała from PiS himself admitted this in a conversation with a TVN24 reporter and added that his party wants to delay the takeover of power as much as possible.

Politicians of the (still) ruling camp are using this time as much as possible. One of such people is the outgoing Minister of Culture, Piotr Gliński, who decided to make an important choice, the effects of which will be felt by the new government.

This is a discreet recruitment of members of the Polish Film Institute. The Council, as the Polish Film Institute reminds, consists of 11 people and “is composed of representatives of creators, film producers, trade unions operating in cinematography, cinemas, distributors, broadcasters, cable television operators and digital platforms.”

The announcement about the project is available on the PISF website, but it is deeply hidden and so far only people who knew about these plans could find it. It appeared on November 3, 2023, and referred to Art. 15 section 2 of the Act of 30 June 2005 on Cinematography (Journal of Laws of 2023, item 130), which states that the following persons are eligible to stand as candidates:

  • film makers,
  • film producers,
  • trade unions operating in the field of cinematography,
  • cinema operators,
  • entities conducting distribution,
  • TV broadcasters,
  • digital platform operators,
  • cable television operators.

Additionally, the Ministry of Culture and National Heritage kindly reminds that when appointing candidates to represent your communities and companies, please remember that in accordance with the Cinematography Act, you cannot serve as a member of the Council for more than two consecutive terms, and you are not entitled to remuneration for performing this function – we read in the advertisement.

Candidates can be submitted within 14 days from the date of publication of the announcement. This means that the deadline expires on November 17, i.e. next Friday, and Minister Gliński can appoint new council members even a day after the deadline for submitting applications. Let us remind you that such a term of office lasts three years from the date of appointment.
