Owners of single-family houses who have septic tanks, i.e. their own sewage treatment plants and septic tanks, must be prepared for inspections by officials. Infractions result in high fines.

In 2019, the Supreme Audit Office published a report showing that half of residential buildings in Poland do not have access to the sewage system and, therefore, use home septic tanks and sewage treatment plants. The latest data from the Supreme Audit Office also show that up to 90% of households do not discharge sewage properly and it ends up in the environment. This is a big problem because pollutants from septic tanks end up in groundwater.

The law changed on July 7, 2022, and from then on, local governments are obliged to submit reports to the voivodeship environmental protection inspector and the director of the regional management board of the Polish Waters State Water Holding. The reports will concern wastewater management for 2023. The document should include the number of septic tanks and sewage treatment plants in the commune’s area and the number of property owners from whom sewage was collected. Hence, owners of buildings without sewage systems can expect a visit.

is obliged to let in an official who will check whether the building is equipped with a septic tank or sewage treatment plant, and the owner has signed a contract with a company dealing with waste disposal. Inspectors check the tightness of the septic tank and bills for regular emptying of the tank. The penalty for not having them can be up to PLN 5,000. zlotys. But that’s not all. Property owners who have the opportunity to connect to the sewage system but fail to do so may also pay dearly. The obstacle to connection may be financial or technical reasons, but if these are not the case, officials may impose a fine of PLN 50,000. zlotys.
