The Ministry of the Interior and Administration is working on a new act which will give city guards the possibility of enforcing penalties from the catalog of offences. What exactly is it about? We suggest what is to change and what owners of flats and houses should pay attention to.

According to the Ministry of the Interior and Administration, an act is being prepared, giving new powers. What do they concern? They will mainly affect home and apartment owners, but also pedestrians and drivers.

Pursuant to the new law, city and municipal guards will receive new powers. They will be able to impose fines on persons who have not submitted a mandatory declaration to the Central Register of Emissions for Buildings (CEEB). This obligation entered into force in 2021 through an amendment to the Act on supporting thermal modernization and renovation of buildings. The provision concerned owners of residential buildings, i.e. houses and flats, and evasion of this obligation was punishable by a fine, but no state authority had the appropriate powers to impose fines. Now this is about to change and according to the act being prepared by the Ministry of the Interior and Administration, city and communal guards will be given this opportunity. The changes are aimed at improving quality in Poland.
