Controversial “Lex Pilot” bill rejected. The digitization ministry wants to introduce changes

The “Lex Pilot” act has caused a lot of controversy from the beginning. First of all, the indignation was caused by the fact that the provisions contained in it were to be a guarantee for , whose channels were to occupy the first places on the pilot in the following order: TVP1, TVP2, TVP3, TVP Info and TVP Kultura. In turn, the selection of the remaining ones belonged to the National Broadcasting Council. “This bill is not an improvement in access to information. This is a plan to program our pilots and flood viewers with government propaganda just before the elections – MP Arkadiusz Marchewska.

The principle referred to as “a la carte” would be an obstacle for pay TV operators, who would not only have to bear the costs of investing in new technological solutions, but would also have to renegotiate existing contracts with broadcasters. As expected by the opposition, which categorically opposed these proposals, the first bill was rejected. Despite this, the Ministry of Digitization did not give up on changes. It was decided to modify the proposed regulations.

The law has been amended. Which rules will be modified?

According to the portal, the new version of the bill will not specify the mandatory order of public television channels, and there will be no obligation to offer all channels in the “a la carte” model. Also, none of the programs will be excluded. On the so-called The “must carry, must offer” list will still include such channels as TVP1, TVP2, TVP3, TVP Info, TVP Kultura, TV4 and TV Puls. According to the assurances of the Ministry of Digitization, TVP Info or Polsat News will not be removed from the packages and will still be available to interested viewers.

We want to enable recipients to choose, for example, only such programs from the program offer, without having to buy expensive packages. The goal is to ensure free and universal access to information, as decided by the recipients themselves
