Residents of the block of flats should take into account the fact that they live in close proximity to other people. For this reason, they must abide by the rules of the building and try not to disturb other residents. Not everyone realizes that the habit of putting garbage bags outside the door, with the intention of taking them to the garbage “by the way”, can disturb others.
Is that against the rules?
Housing associations usually have regulations drawn up by residents, which they are obliged to follow. In the regulations applicable to the residents of a given block, there is probably a provision that you should not destroy or litter the common space, such as: staircase, elevator, corridors. For this reason, you should not put your rubbish there. Besides, why do we actually display them? So that their unpleasant smell does not spread around the house. So why do we put others at risk?
It’s also about safety
It is worth remembering that the staircase is also a way to evacuate residents during e.g. fire, gas problems, etc. For this reason, the passage through the corridors and stairs should not be hindered, for example, by left garbage bags. It is a matter of common safety of the inhabitants of a given block. Let us also remember about those who move in wheelchairs or with prams. Garbage bags may make it difficult for them to pass our door.

How to stop your neighbors from putting out garbage?
Very often the simplest solutions are the most effective. So it’s worth knocking on the door of a neighbor who leaves garbage bags outside the door and politely asking him not to do it. It is very likely that such a remark will embarrass the neighbor and cause him to stop this habit (he may not have realized that someone was bothered by it). If he is difficult to find at home, you can leave him a note with such a request. Another way is to leave a note with this request directly on the garbage bag, so that it can be read by everyone passing by in the corridor. However, if this does not work, you can ask for help from the building administrator or the community of residents. Let us remember, however, that it is not worth making neighbors enemies, so let’s try to solve the problem in a civilized way. The idea of notifying the city guard may be effective, but it will certainly not win our neighbor’s sympathy, and it may turn out that the guards will fine the entire community.
