For 30 years they watched and recorded naked women. At least 10,000 victims of the voyeur network

Japanese police have broken up a network of snoopers who secretly filmed thousands of naked women bathing in onsen, Japan’s hot springs, for 30 years. Among the criminals were employees of state offices and administration. They were commanded by 50-year-old Karin Saito.

The criminals operated throughout the country, and at least 10,000 women fell victim to them. So far, police officers have managed to track down 17 men from 11 prefectures who committed the crime. The arrests were made earlier this month, and those accused include senior executives, local government officials and a Tokyo doctor. Their leader, 50-year-old Karin Saito, was detained in December 2021.

First, they hid in the mountains and photographed women naked. They then tracked them to photograph them with their clothes on and put together a video comparing their appearance with and without clothes. Each of the videos was accompanied by an obscene commentary. For crimes, the men used telephoto lenses. Then they met and watched videos together. The Japanese portal Asahi Shimbun also indicates that they were supposed to give the women they met sleeping pills, molest them and film them.

They were all students of Karin Saito, who became famous online as a “charismatic voyeur”. Saito has admitted that he has photographed women in at least 100 locations since he was 20. After he was arrested, he led the services to other members of the voyeur network.

In an interview with Insider, Yutaka Seki, director of the Japan Hot Springs Association, commented on the matter. The man admitted that although photography and filming in hot springs is prohibited, new technology makes it difficult to completely prevent such cases.
