Four companies have already been prequalified and become potential bidders to participate in the public selection process for the Northeastern Transmission System. Last Friday, April 22, the Ministry of Energy and Mines published the prequalification act regarding the public selection process for the development of the interconnection project to the oil system, called the Northeast Transmission System (STNO).
The four companies that presented the expressions of interest and that were enabled to acquire the participation rights and access the data room (data room) with all the information of the process come from countries like Spain, Peru and Colombia.
These are:
- Celeo Redes SLU, Cobra Instalaciones y Servicios SA together with CYMI Construcoes e Participacoes SA
- Electrical Interconnection Peru SA ESP ISA
- Medellin Electrical Engineering
- SAS Services
The Northeastern Transmission System will allow transmission infrastructure to connect the National Interconnected System (SNI) with the Petroleum Electric Interconnected System (SIEP), located in the northeast of Ecuador, with which will provide clean energy to the oil industry.
Its construction will require a estimated investment of $386 million and a concession term of 30 years. It includes the construction of three transmission subsystems, six new substations with a transformation capacity of 539.5 megavolt-amperes MVA and 290 km of transmission lines, energized at 230, 138 and 69 kilovolts (kV), which will supply around 300 megawatts ( MW) of SEIP demand.
The company that is awarded will sign the concession contract and will be in charge of carrying out the financing, design, construction, operation and maintenance of the STNO during the stipulated time. For its part, the State will control compliance with the obligations of the concessionaire, ensuring that the contract and the applicable regulations are executed.
After this prequalification stage, the technical site visit, question and answer stage, preparation of offers, evaluation and qualification of technical offers, evaluation of economic offers and, finally, for On January 23, 2023, the recommendation to award or declare desert will proceed this public selection process.
The Northeast Transmission System is part of the three public selection processes, along with the Non-conventional Renewable Energy Block (500 MW) and the Natural Gas Combined Cycle Block (400 MW), of the Electricity Master Plan PME 2018-2027. The Ministry of Energy recalled that Executive Decree 238, which establishes a new policy for the electricity sector, seeks to guarantee the future supply of reliable and safe energy. (I)
