Osinergmin with new president this week

Amid questions about alleged irregularities, the Selection Commission of the Presidency of the Council of Ministers (PCM) yesterday presented the two candidates who obtained the highest score in the last stage of evaluation to elect the new president of the Board of Directors of Osinergmin.

The selected ones are Omar Franco Chambergo Rodriguez and Leoncio Julio Salvador Jacome. The list of applicants will be made available to the PCM so that, with the permission of President Pedro Castillo, the winner of the public contest can be determined within a maximum of three working days.

Chambergo worked for 4 years at Osinergmin as Manager of Operations and Supervision of Liquid Hydrocarbons, and was General Director of Hydrocarbons at the mine between 2015 and 2016. Meanwhile, Salvador has been working at the institution since August 2002 and is currently the general manager.

According to SIEP-Osinergmin, the workers’ union of the regulatory entity, Salvador Jacome “is responsible for having changed the administrative simplification procedure that allowed a means of transporting fuel to obtain its hydrocarbon registration form only with the presentation of an application and an affidavit”, a measure that revealed its failure when a tanker truck, which obtained its registration through this modality, caused the deflagration of Villa El Salvador in January 2020.

Regarding Chambergo Rodríguez, The union denounced that in May 2018 “he left the entity signing an agreement to terminate the employment relationship with economic benefits” for more than S / 56,000which, as determined by the Internal Control Office (OCI) in the Specific Control Report 012-2021-2-4243-SCE, is irregular.

“This man was denounced for harassment by a practitioner, but (…) the Human Resources Department is in charge of leaving no trace (of the complaint),” added the SIEP-Osinergmin.

Order. The Ombudsman’s Office requested the Institutional Control Body of the Presidency of the Council of Ministers to intervene to verify if the selection of the applicants has the due technical and legal support.
