They create a work table to deal with contamination of the Llallimayo river basin

The Executive created the working group called ‘Executive working table that contributes to address and solve the socio-environmental problems of the Llallimayo river basin that includes the districts of Ayaviri, Cupi, Llalli and Umachiri of the province of Melgar of the department of Puno ‘.

Through Ministerial Resolution No. 094-2022-PCM, published today in El Peruano, it is established that the work team aims to strengthen and consolidate the progress of the Action Plan agreed upon with the local authorities and leaders of the Llallimayo river basin that , in an articulated and sustained manner, allows attention to the socio-environmental problems of the basin which includes the districts of Ayaviri, Cupi, Llalli and Umachiri from the province of Melgar, Puno.

The group will be installed within a maximum period of 20 business days from Monday, March 21, and its validity will be 180 calendar days Counted from installation. It will be composed of:

• The secretary of the Decentralization Secretariat of the Presidency of the Council of Ministers, or their representative, who chairs it.
• The secretary of the Secretariat for Social Management and Dialogue of the Presidency of the Council of Ministers, or their representative.
• A representative of the Ministry of the Environment.
• A representative of the Ministry of Energy and Mines.
• A representative of the Ministry of Agrarian Development and Irrigation.
• A representative of the Ministry of Health.
• A representative of the Ministry of Housing, Construction and Sanitation.
• A representative of the Ministry of Culture.
• A representative of the National Water Authority – ANA.
• A representative of the Agency for Environmental Assessment and Enforcement – ​​OEFA.
• A representative of the Supervisory Agency for Investment in Energy and Mining – OSINERGMIN.
• A representative of the Regional Governor of Puno.
• The mayor of the Provincial Municipality of Melgar, or his representative.
• The mayor of the District Municipality of Cupi, or his representative.
• The mayor of the District Municipality of Llalli or their representative.
• The mayor of the District Municipality of Umachiri. or her representative.
• A representative of the Aruntani SAC Mining Company
• Three (3) representatives of the Cupi District Defense Front.
• Three (3) representatives of the Llalli District Defense Front.
• Three (3) representatives of the Umachiri District Defense Front.
• Three (3) representatives of social organizations accredited by the Provincial Municipality of Ayaviri.

Also, its functions will be:

• Propose the actions and measures aimed at the definitive solution of the socio-environmental problem of the Llallimayo river basin, and publicly report the progress; as well as reporting on the fulfillment of the actions to eliminate the effluents produced by an inadequate Closure Plan of the Aruntani Mine, according to the agreements adopted within the framework of the validity of Ministerial Resolutions No. 162-2019-PCM, No. 445-2019 -PCM and No. 137-2020-PCM, and the Resolution of the Secretariat for Social Management and Dialogue No. 0012-2021-PCM/SGSD.
• Analyze, articulate and generate consensus on the actions established in the Action Plan to solve the socio-environmental problem of the Llallimayo river basin.
• Coordinate with the competent public entities and other actors, the identification of alternatives to decontaminate and remediate the Llallimayo river basin, and those responsible for their implementation, as well as care for people exposed to metals and metalloids in the districts of Ayaviri , Cupi, Llalli and Umachiri from the province of Melgar in the department of Puno.
