The The Comptroller General of the State determined civil responsibilities for more than $ 18 million, as a result of the special examination of the contracting, execution and liquidation of group life insurance policies, in the Biess. The audit found that “no steps were taken to execute the policy that protected the credit operations in case of unemployment of the insured”.

The Comptroller determined that former employees of the Bank of the Ecuadorian Institute of Social Security (Biess) did not claim the coverage policy for members who accessed loans and lost their jobs.

The resolution, signed in January this year, ratifies glosses and provides for the issuance and initiation of the process of collecting credit titles to former general managers, managers in charge, managers and deputy managers of credit and operations of Biess, that they exercised functions between 2016 and 2018, who did not implement controls in critical processes for mitigating risks in credit operations.

El Biess and Seguros Sucre signed the “group life insurance policy”, valid from August 2015 to October 2016, which included, among other aspects, the unemployment coverage of affiliates who received mortgage loans, in the event of becoming unemployed.

The gloss corresponds 3,894 mortgage loans for $7,221,929.54 and another 6,760 credit operations, amounting to $10,783,792.60; cases in which claims were not filed with the insurer to recover these values ​​in favor of the Biess.

The bank did not carry out actions, within the two-year term indicated in the law, so that Seguros Sucre executes the coverage. The Biess initiated the procedures after the policy had prescribed, for which the entity was economically affected by the value of civil liability confirmed guilty.

The general managers of the entity also did not timely send the supporting documentation of the debtors required by the insurer, such as notification letters of the claims, copies of identity cards, settlement certificates of the Ministry of Labor Relations, certified copies of employment contracts. and of the indemnities of the employers and certifications of the IESS and of the SRI of not carrying out economic activities.
