The Ministry of Labor and Employment Promotion (MTPE) reported that it is advancing in the proposal for an increase in pensions of DL No. 19990 and 20530, in charge of the Office of Previsional Normalization (ONP).
This measure is part of the points of the so-called Agenda 19 that are in the process of being fulfilled. And, although he did not provide details of the proposed amount, it is one of the main demands of the affiliates and retirees who claim that in 18 years they only had a single increase in the minimum pension, from S/ 435 to S/ 500.
The MTPE reported that other points in the process of the labor agenda are to virtualize the management of union registration procedures and the implementation of uniform criteria at the national level; as well as optimizing and expanding to all regions the services for issuing economic and labor reports.
Similarly, propose measures for the condonation of hours of leave for the risk group in the private sector as a result of the licenses granted during the Health Emergency; and increase the Minimum Vital Remuneration.
Balance of Agenda 19
Meanwhile, at a general level, the head of the MTPE, Betssy Chavez, reported that the points raised by the trade union centrals in the document called ‘Agenda 19’, which seeks to achieve labor improvements in the country’s working class, shows total progress of more than 50%.
In this regard, he pointed out that 10 points have already been fulfilled, 4 are in the final stage and 5 are in process.
Among the points fulfilled are the withdrawal of the claim of unconstitutionality against Law No. 31188 (collective bargaining in the public sector) and issuing its regulations; repeal of DU No. 038-2020 on the perfect suspension of work; propose the assignment of Servir to the MTPE; and evaluate the prohibition of the outsourcing of services.
Likewise, the withdrawal of the unconstitutionality action filed by the Executive against Law No. 31131 (elimination of the CAS and incorporation into the entity’s labor regime); vaccination of face-to-face workers and the third dose for Essalud personnel; and promote the reincorporation of dismissed workers included in the list of dismissed of the State.
The National Competitiveness and Productivity Policy and the National Competitiveness and Productivity Plan, as well as the National Decent Work Policy to guarantee decent work for workers, were also fulfilled; the strengthening of tripartite social dialogue; and the ratification of ILO Convention 190 (workplace violence and harassment).
On the other hand, among the points to be fulfilled are: promoting the approval of the General Labor Law (Labor Code); the institutional strengthening of SUNAFIL; propose a new Law on Collective Labor Relations to guarantee the right of affiliation, exercise of union activities, collective bargaining and strike action; and virtualize services offered at the national level by the MTPE and Regional Directorates, both in terms of Labor and Employment;
