Carriers suspend strike after adopting agreements with the Executive

The Minister of Transport and Communications (MTC), Juan Silva, and the representatives of the Association of Interprovincial Passenger Transport (Cotrapapoid) and cargo transport (UNT Peru) reached various agreements in favor of the reactivation of the sector. One of them was the suspension of the strike that was scheduled for Tuesday, October 26. These measures were the result of a 12-hour dialogue between the unions and a committee made up of the ministries of Economy and Finance, and of Energy and Mines.

Who participated?

With the aim of improving the conditions for the provision of cargo and passenger transport services, Minister Silva announced the agreements. Also participating in this meeting were Verónica Cáceres, Vice Minister of Transportation, as well as Alex Contreras, Gustavo Guerra and Antar Bisetti, Vice Ministers of Economy, Finance and Hydrocarbons, respectively.

On the part of the transporters, among others, Martín Ojeda, Javier Marchese, Luis Marcos, Ana Huerta, Justina Rojas, Carlos Salcedo and Waldo Barriga were present.

What were the measures adopted by the carriers with the Executive?

In principle, regarding the price of fuel, it was agreed to incorporate diesel into the Fuel Price Stabilization Fund with a reduction of S / 0.30 per gallon, including taxes. Likewise, Petroperú also made reductions in the list price of up to S / 0.50 per gallon. It was, then, a total of S / 0.75 per gallon, which, including IGV, would amount to S / 0.88.

Regarding the return of the Selective Consumption Tax (ISC), it was announced that the return procedure will be simplified. The process, which currently takes 70 days, will be gradually reduced to 30 days and will be carried out by bank account. The return will be extended to the regional level. In addition, the protocol for joint action and subsidiary intervention of the National Police of Peru will be approved. That is, the agents will be able to intervene and supervise the land transport service (cargo and people).

A meeting will also be coordinated with Indecopi to discuss the problem of the inspection of land terminals and, from the sector’s headquarters, the MTC will temporarily enable the revalidation of professional driver’s licenses in regions through the electronic record.

Finally, in order to formalize the transportation system for the benefit of citizens, it was decided to reorganize the Superintendency of Land Transportation of People, Cargo and Merchandise (Sutran) and the Urban Transportation Authority for Lima and Callao (ATU).
