The Government of Navarra and all parliamentary groups except NA + have reached this Monday an agreement of local financing, after a negotiation that, as EH Bildu has recognized, “pays the path of the budget agreement”, given that the Provincial Executive debates said agreement with the national coalition.
Thus, Navarra will invest 30 million euros each year to improve services and infrastructures in all localities of the Autonomous Community, according to the agreement reached by the Department of Territorial Cohesion with PSN, Geroa Bai, EH Bildu, Podemos and Izquierda-Ezkerra.
The new Local Investment Plan will guarantee a capital fund for investments every year, informs the Government of Navarra in a statement. Thus, all the municipalities and councils of Navarra will be able to benefit each year from a stable amount to finance actions based on their needs.
The new Law of the Local Investment Plan will include the regulation of the works and investments that are carried out under said plan, as well as the amount that will be distributed for each of the investment programs.
The investment lines are distributed in Investment Programs, Local Programming and Free Determination Program; the first line will be endowed with 9 million euros, the second with 12 million and the third with another 9 million.
The standard will incorporate various elements of procedural flexibility, which will provide the management of the Plan with greater agility and administrative simplification.
In order to detect the existing needs in the municipalities and councils, the Department of Territorial Cohesion has analyzed different calls, and, likewise, the Provincial Executive sent two surveys to local entities this year, which included the participation of 224 municipalities and 230 councils, 74% of all Navarre localities.
