The National Institute for the Defense of Competition and the Protection of Intellectual Property (Indecopi) will request its own budget from the Executive to finance ex officio complaints regarding bureaucratic barriers and intellectual property, in addition to strengthening other functions.
During his presentation before the OECD Special Commission of the Congress of the Republic, the head of Indecopi, Julián Palacín, explained that this item would allow the national economy to be reactivated through the more agile issuance of permits for mypes and local businesses throughout the territory, worked at the municipal level.
“We have to explain to citizens that, through a complaint and payment of a fee, we can address these issues. But not only with formal complaints, we could also with ex officio complaints. For this reason, we are going to ask that, for the first time, a budget be assigned to us by the PCM and the MEF”, he specified.
In this sense, the head of the regulatory body stressed the importance of decentralizing the help and support service for small businesses in the most remote areas of the country, where barriers to formalizing employment are increasing.
“These problems affect merchants who want to obtain their authorizations for warehouses or small service or construction companies, since they need a municipal operating license and they are hindered by a thousand requirements. Indecopi has the fundamental role of eliminating these barriers”, he indicated.
Palacín Gutiérrez finally said that having its own budget in Indecopi would contribute to feeding the GDP figures and industrial development outside the capital. At this point, he criticized that no authority has been concerned before about this budget imbalance, to the detriment of consumers and entrepreneurs themselves.
“We can help to boost the economy, to increase the GDP of the different industries. It cannot be that there are projects to invest (for example) millions in the Electric Train Line and not see the importance of Indecopi to develop the country’s economy”, he assured.
“Indecopi can do great things. Do not forget that we have 7 great competitions, barriers is only one of them, because there is also intellectual property, ”he added.
