Bizkaia launches a pilot plan to detect tax fraud online

The test of tracking economic activity on the Internet has begun with the tourist apartment sector.

The Provincial Treasury of Bizkaia has launched a pilot plan this year to track and collect information on economic operations and activities that Biscayan companies and individuals develop in different online platforms for intermediation of goods and services, with the aim of detect unreported income.

This is one of the main novelties contemplated by the plan to combat tax fraud of the Biscayan Treasury for this year, as announced on Tuesday by the Regional Deputy for the Treasury and Finance of Biscay, Jose Maria Iruarrizaga, and the director of the Treasury, Inaki Alonso.

Alonso has specified that the test of tracking economic activity on the Internet has begun with the sector of tourist apartments owned by Biscayans, both those who own it in the territory and outside it, and which, if it gives good results, will subsequently be extended to other online activities throughout this year.

The director of the Treasury of Bizkaia has revealed that the tracking is carried out using a computer tool developed in the United States, where this type of fiscal control has already been implemented, and that Bizkaia is the first place in Europe where it is tested.

Through this computer program, the Treasury collects and processes the data made public both by individuals, professionals and businesses as well as by its clients on tourist apartment rental intermediation platforms and on social networks.

This tracking allows the Hacienda Foral to obtain an “estimated billing figure” for each apartment and “contrast it with that declared by the owner”.

Alonso has also announced that this year a new campaign will be carried out to control the obligation of Biscayan companies and professionals to issue invoices for their economic activity, whether they have implemented the new Batuz comprehensive tax control system, or whether they have not yet adhered to it and, especially, of those activities where payments are still made in cash.

The Director of the Treasury has indicated that it is estimated that by 2024, the year in which the system will enter into force on a mandatory basis Batuz, this registry will receive more than 2,000 million economic operations per year, at an average of 6 million per day.
