Indecopi investigates whether Chinese polyester fabrics affect local production

The Commission on Dumping, Subsidies and Elimination of Non-Tariff Trade Barriers (CDB) of Indecopi will investigate whether 100% polyester plain weave fabrics imported from China enter our market with dumping practices.

It is worth emphasizing that dumping is the commercial practice where a product is sold below its normal price or its production cost, in order to dominate the market.

The complaint was made by the company National Producer Textile Technology SA, and the investigation will cover the period January – December 2021 to determine the existence of this harmful practice. The period January 2018 and December 2020 will serve to determine the existence of the injury, and if it is caused by dumping, according to the Committee on Antidumping Practices of the World Trade Organization (WTO).

Indecopi specifies that At the end of the investigation, it will be necessary to determine whether it is possible to impose definitive anti-dumping measures on imports of said Asian fabrics.

Likewise, the CDB stressed that after the fair comparison between the normal value and the export price to Peru of this product, between September 2020 and August 2021, reasonable indications of the existence of dumping practices in shipments to Peru were found. .

In addition, according to the Antidumping Agreement, Producer Nacional Tecnología Textil SA would have suffered significant damage in the period under review, reflected in the negative performance of most of its economic and financial indicators.
