The National Society of Mining, Petroleum and Energy (SNMPE) expressed his concern and surprise that the current government, through Perupetro, “only grants two business days” so that the actors of the Peruvian hydrocarbon industry can issue their comments or suggestions on the final report of the Multisectoral Commission for the Massification of the Natural gas.
The energy mining union reported that the document was published on Perupetro’s web portal and social networks last Saturday, January 22, granting the initial deadline to make comments until Monday, January 24, and then it was updated until 5:00 p.m. today.
“This way of acting by Perupetro contravenes the principle of participation contemplated in the Law of General Administrative Procedure, Law No. 27444; by which the entities of the Public Administration have the duty to enable the participation of the administered in the process of public decisions that may affect them”, indicated the SNMPE.
Likewise, it specified that the principle of publicity contained in Law No. 27806, Law of Transparency and Access to Public Information, which allows citizens to have official information, with due notice of the regulatory purposes that the State has, is also violated. to deal with certain problems, which is the basis of the culture of transparency, characteristic features of a Constitutional State of Law.
In this context, the business association pointed out that it is impossible for a document containing 274 pages with analysis, proposals and conclusions to expand natural gas reserves and promote their mass use in the national territory to be evaluated in just two business days, when Since October of last year, the union has been requesting its participation in said Commission for having companies in the natural gas chain.
In addition -he added- that the final report includes economic, commercial and legal aspects of great importance for the hydrocarbon sector that need to be analyzed in depth by industry agents.
“It is unfortunate that the Final Report of the Multisectoral Commission includes conclusions and recommendations establishing specific actions that must be carried out by different State entities without taking into account the participation and position of the companies that carry out activities throughout the marketing chain of the natural gas and that are directly related to the objective of expanding natural gas reserves and their mass use”, warned the SNMPE.
Along these lines, -he noted- that, having been granted such a short term, it shows the “little interest in receiving comments that can contribute to the purpose of achieving a true massification of natural gas” for the benefit of all Peruvians.
“The National Society of Mining, Petroleum and Energy requests that the Multisectoral Commission, chaired by the Presidency of the Council of Ministers, adopt the actions that allow a reasonable term to be established so that citizens and companies in the hydrocarbon sector can make known their opinions and/or suggestions on the conclusions of the report released by Perupetro”, he said.
