Midagri: they have the creation of the National Council for Agrarian and Rural Development

The government of President Pedro Castillo ordered the creation of the “National Council for Agrarian and Rural Development“, For the purpose of issuing, within a period of no more than 120 days, a technical report containing proposals for actions and coordinated measures to promote agricultural and rural development

Through Supreme Decree No. 001-2022-MIDAGRI, it is established that this group, of a permanent nature and dependent on the Presidency of the Council of Ministers (PCM), is in charge of the following functions:

  • Identify in a concerted, coordinated and articulated way the priority needs that are required for agricultural and rural development, as well as the interventions that respond to these, incorporating mechanisms for the articulated provision of economic, social and environmental infrastructure, with a territorial approach and cultural relevance.
  • Prepare proposals for the Action Plan and its update, based on the needs and interventions identified, lessons learned and others that guarantee agricultural and rural development

The group should be oriented to improve the income of rural inhabitants, especially of the agricultural and livestock production units of family agriculture, native communities and peasant communities, “considering mechanisms for the articulated provision of economic, social and environmental infrastructure, with a territorial approach and relevance cultural”.

The conformation of National Council for Agrarian and Rural Development It will fall on the ministries of the Environment (Minam), Foreign Trade and Tourism (Mincetur), Culture (Mincul), Agrarian Development and Irrigation (Midagri), Development and Social Inclusion (Midis), Economy and Finance (MEF) , of Energy and Mines (Minem), of Women and Vulnerable Populations (Mimp), of Transport and Communications (MTC), and Chancellery, in addition to the PCM.

Also participating will be representatives of the sector such as the National Convention of Peruvian Agro (Conveagro), the Association of Municipalities of Peru (AMPE), the National Federation of Native Indigenous and Salaried Artisan Peasant Women of Peru (Femucarinap), the Peasant Confederation of Peru (CCP), and the Association of Agricultural Producers Guilds of Peru (AGAP), among others.

The Technical Secretariat of the “National Council for Agrarian and Rural Development” will be in charge of the Ministry of Agrarian Development and Irrigation (Midagri), through the Vice-Ministerial Office of Policies and Supervision of Agrarian Development.

The “Action Plan for Agrarian and Rural Development”, a fundamental tool to carry out the Second Agrarian Reform in the long term, is updated every five years, taking into account the recommendations made by the “National Council for Agrarian and Rural Development.”
