In March 2025, the Ad Hoc Commission will begin the return of contributions from the National Housing Fund (FONAVI) to more than 186,000 exaporters through the Reimbrum Program 3. This process will mainly be aimed at adults over 70 who did not receive payments in previous stages. In addition, the Bank of the Nation will be the entity responsible for disbursement, prioritizing people in vulnerability.
According to Jorge Milla, a member of the Ad Hoc Commission, the minimum amount that the beneficiaries will receive will be 40 soles. However, the officialization of the disbursement is still pending and will depend on the final approval of the organism. On the other hand, some FONAVI exaphers will not be able to access this return, since the process will be carried out gradually and under specific requirements that must be met in future phases of the program.

Despite the temporary suspension of the process for heirs, the process of return of the Fonavi is still underway. According to the president of the National Federation Association of Fonavistas and Pensioners of Peru (Fenaf-Peru), Luis Luzuriaga, the Bank of the Nation continues to attend to 1,200 monthly applications, prioritizing the exaporters who have not yet received their reimbursement.
At this stage, 400,000 people were projected, but only 49% of that goal has been reached. The amount to be granted will depend on the registered periods and contributions, although a maximum payment has not yet been defined. In addition, more than 60,000 relatives of deceased fonavistas can still submit their requests to access this benefit.

While the new phase of Ronavi returns will benefit thousands of exaporters, there are certain groups that will not be able to access this refund. Likewise, the heirs of deceased fonavistas who, as of March 31, 2025, have not reached 90 years will not be included in this process. Although the Bank of the Nation will guarantee a minimum payment of S/40 per beneficiary, the maximum amount that those who do qualify for this refund has not yet been determined.
Relatives of deceased fonavistas: In what order do they have priority?
The AD HOC commission has defined a specific scheme that establishes the hierarchy of the beneficiaries to access the Fonavi funds in case of death of the affiliate. This priority order determines which relatives can claim contributions before others.
- First, the spouse or cohabiting registered in a de facto union.
- Then, the children of the deceased fonavista.
- If there are no descendants, the contributor’s parents can request the benefits.
- In the absence of the previous ones, the beneficiary’s brothers can access the funds.
- Finally, other heirs designated by testament or intestate succession can claim contributions.
If an applicant belongs to a lower category, he can only receive the disbursement if there are no heirs at the higher levels. This structure guarantees an orderly process and avoids conflicts between family members.
