Entrance of low sulfur fuels in limbo: new postponement would be until 2028

The entry into force of Euro 6 regulations, an international standard that seeks to regulate pollutant air emissions in the automotive sector, would continue to be extended. Although the Government of Dina Boluarte projected that, for October of this year, it would govern the Supreme Decree 003-2024-EM that modifies the deadlines for the use and commercialization of diesel, gasoline and low sulfur gas, this would not be fulfilled .

This newspaper confirmed that Petroperú studied the General Directorate of Hydrocarbons of the Ministry of Energy and Mines (Minem) with the aim of informing that it will not be able to guarantee before the 2027 is the necessary reconversion to produce fuels with up to 10 parts per million (ppm) of sulfur.

Given this scenario, Ellioth Tarazona, technical manager of the Automotive Association of Peru (AAP)warned that since July 2028, the importation of vehicles with international standards could only be carried out, for which they will request the MINEM to make the postponement of the respective legal device effective.

“If we do not have fuel until the last semester of 2027, it is impossible for us to bring these vehicles. The request we make to the authorities is to make the extension according to Petroperú’s proposal. However, we work other alternative mechanisms that could be implemented additionally, ”he explained.

According to Tarazona, the Repsol company told them that they require less time to adapt the production of fuel with 10 ppm, but on the condition that “the Talara refinery first does.” Through a statement, this company said that “it is in a position to comply with the schedule stipulated in Peruvian regulations” with respect to Euro 6.

For his part, the Hydrocarbons specialist, Ricardo Bisso, recalled that in 2009, the Talara and La Pampilla refineries produced high -sulfur diesel between 2,500 to 5,000 ppm, until a 50 ppm reduction policy came out.

“The two companies lost money because no refinery was trained to produce that fuel with an old car park. The years have passed, but they already talk about Euro 6 or sulfur 0. All the effort they made Petroperú and RepoL did not point to that. Then, a reengineering would have to be done and that means an investment that would come out of producers’ pockets to deliver a clean product to the market, ”he emphasized.

If a new postponement to apply the Euro 6 criteria, this would respond more to a political decision, Bisso said. However, he evidenced the need to renew the automotive park and improve emission controls, beyond technical reviews.

In that line, Erick García, former director of Hydrocarbons of the Minemhe considered that other complementary measures should be the implementation of scrap bonds to get rid of vehicles that contaminate a lot, as well as tax cars with greater seniority.

“The sum of all these measures should help the objective of reducing air pollution that takes away years of life. If both the Talara and La Pampilla refinery do not arrive, a date coordinated by the Minem and Osinergmin must be set. In parallel, work complementary measures, ”he concluded.
