A new legislative proposal to authorize the withdrawal of 100% of the compensation for time of services (CTS) entered the documentary process of the Congress. This time, the parliamentarian of the Socialist Bank, Alfredo Pariona, has become the tenth legislator that presents this type of initiatives.
According to project 10080/2024-CR, formal workers may freely have their savings deposited in CTS accounts until December 31, 2026. Like the other nine proposals, their review will be effective in commissions of economics and work, which will restart functions in March.
CTS retreat: What banks support the projects?
Since the beginning of the year, congressmen of various benches have presented a series of law initiatives to restore CTS retreat. The first one was the Second Quiroz parliamentarian who raises as a deadline for availability on December 31, 2026. In addition to the legislator of the Magisterial Block, Podemos, Alliance for Progress, Peru Free and now, the Socialist Bank, have joined similar proposals.
Among the projects that seek to authorize free savings access, five propose the validity of this measure until the end of 2026, four until December of this year and one indefinitely. The last one was admitted on January 30 with the purpose of guaranteeing resources in favor of workers to face the impacts of the economic crisis. Its author is Congressman Alfredo Pariona.
In total, there are five banks and a non -grouped parliamentarian who support a new withdrawal from the CTS, either until the end of 2025 or 2026. If everyone came to vote uniformly, they would reach 52 votes when the opinions they must formulate both the Economy Commission as work.

In March the second legislature and parliamentary commissions will resume their operation. In the case of the Economy Commission chaired by Illich López of Popular Action, a complex scenario for the CTS retreat is projected. The parliamentarian has openly shown his criticisms of these types of projects, which he described as populists.
A counterpart, legislator Elva Julón, president of the Labor Commissionrecently presented a law initiative so that workers with terminal diseases or cancer diagnosed can access 100% of their savings, the times they consider it convenient.
