Oil infrastructure under the magnifying glass: Minem authorizes inspection in the Peruvian coast

He Ministry of Energy and Mines This Friday, January 24, a Supreme Decree to regulate the orientative inspection in the facilities of the underwater lines or to maritime terminals, collection and injection systems used in hydrocarbon activities, which are located in front of the Peruvian coast.

In this way, it seeks to optimize the safety in the foundations of transport and storage of hydrocarbons that are installed in our coast, from Tumbes to Tacna. This measure had been announced by Minister Jorge Montero during his participation in the Energy Commission and Mines of Congress.

According to article two of the legal device, the Supervisory Agency for Energy and Mining Investment (Osinergmin) It will have a maximum period of nine months to carry out the orientative control of public and private companies with platforms, ducts and oil terminals. In the case of Liquefied Petroleum Gas (LPG), the stop will be 12 months.

“This initiative seeks to identify risks and order the necessary corrections on platforms, terminals and oil pipelines and LPG, which will allow security to families, children, fishermen and all those who want a safe coastline.” His participation in a work table in the district of El Alto (Piura).

To carry out these orientative supervision tasks, there will be an initial budget of S/15 million. Osinergmin will be the entity responsible for approved the guidelines and methodology of the inspection within 30 days. After these actions, they will have to inform the General Directorate of Hydrocarbons of the Ministry of Energy and Mines, in a quarterly manner, the respective results, in accordance with the type of agent, operational unit, history of compliance and level of risk.

“This is an unprecedented measure and seeks to strengthen inspection and avoid new spills of hydrocarbons such as Pampilla (2022) and Talara (2024), providing greater security to families and people who carry out productive or recreational activities in coastal points,” , Montero concluded.
