There are four groups of FONAVISTAS who were initially excluded from payments due to a law that stated that they had benefited from resources from the Fonavi. Currently, this law is not in force. However, one of these groups was the FONAVISTAS who received a loan from the Banco de Materiales.

“In 2015, many FONAVISTAS who had taken out loans from Banco de Materiales were paid; at that time there was a law to exclude them, unlike today when there is no such law. However, for various reasons there was a sector of FONAVISTAS, almost 670, who despite being borrowers received an advance. So, now that there is a refund with a new legal framework, these FONAVISTAS should have received their refund, but the Technical Secretariat has not activated their payment,” explains Milla.

According to the member of Fenaf Peru, the Technical Secretariat He has stated that these people were not included in the Refund Group 1, because they had a loan from the Banco de Materiales: “The person may have had a loan from the Banco de Materiales, but he has already been paid, he has already been included in the national registry of FONAVISTAS beneficiaries of the law. Today, the current Ad Hoc Commission has not excluded him and cannot exclude him because there is no law to exclude.”

What can FONAVISTAS excluded from Reintegration Group 1 do?

Milla points out that this issue will be discussed and a decision will be made in favor of the FONAVISTAS: “This error has to be corrected this week, but that will also consolidate the rights of the other borrowing FONAVISTAS, because if you pay one who had a loan, logically you have to pay them all.”

“The MEF will surely think that,” Milla adds, however, he points out that the rights of the FONAVISTAS will be defended: “In the end, if they vote against, they will have to assume their criminal responsibility, because we have said that we will report them if they vote against.”
