The first stone of the Ministry of InfrastructureThe Government of Dina Boluarte sent to Congress bill No. 8508/2024-PE, which establishes the criteria and guidelines for the creation of the portfolio that will absorb 13 state agencies specialized in public works management.
Among the entities that will merge with the Ministry of Infrastructure, we find the newborn National Infrastructure Authority (ANIN) and the Agency for Studies and Design of Investment Projects (OEDI) as well as various sectoral fronts: from Agrorural, Pronied and Fondepes, to Provías —both at the national and decentralized level—.
And, contrary to the preliminary draft leaked before the announcement of July 28 given by Dina Boluarte – where they even detailed that there would be 17 merged units, including Proinversion— the project shows that this body, which is key to Government-to-Government (G2G) agreements, will remain attached to the Ministry of Economy and Finance (MEF).
Now it’s time to wait
The President of the Council of Ministers, Gustavo Adrianzén, stated that the Ministry of Infrastructure will not require any expenditure from the public treasury and that it will be ready within a maximum period of two years: that is, August 2026.
“We expect GDP to be higher than 3.1%. Don’t you think that with the potential growth, new infrastructure is not required?” he said after the Council of Ministers meeting.
Hours earlier, the Minister of Transport and Communications, Raúl Pérez-Reyes, told RPP that the ministry would be operational from January 2025, under the scenario in which Congress takes two months to approve the bill and the rest is devoted to drafting the Organization and Functions Regulations (ROF).
In this regard, Antonio Castillo, general manager of the National Society of Industries (SNI), recalls that the entities to be merged have up to 180 days for their adaptation programs — once it is converted into law — and apart from the ROF, the Organization and Functions Manual is required for it to operate directly. The bill establishes a period of up to 24 months, but Castillo agrees with Pérez-Reyes on the speed that Congress will give to the debate.
However, Castillo considers the inclusion of Proinversión in the Ministry of Infrastructure to be key in order to give it greater autonomy as a large-scale entity. “It should be included in the merged entities. It would be one of the most important for national infrastructure plans,” he commented to La República.
