After poverty reached 29% at the end of 2023, the Ministry of Housing, Construction and Sanitation (MVCS) ordered the suspension of the application of formulas for calculating the maximum Monthly Family Income (IFM) provided for in the Operating Regulations to access the Family Housing Bonus (BFH) for the “Application for the Acquisition of New Housing” modality and in the “Construction of Housing on Own Site” modality.
What happened? Through ministerial resolution No. 233-2024-VIVIENDA, the MVCS explains that, in order to apply for State subsidies for new homes, the IFM received by the Head of Household minus the legal discounts “should not exceed the value resulting from the multiplication of the Average Real Income Per Capita Decile 4 of Metropolitan Lima by the Average of Household Members – Urban Poor”, prepared and published annually by the National Institute of Statistics and Informatics (INEI).
In the case of construction on own site, something similar occurs, and the IFM received by the Head of Family less the legal discounts “should not exceed the value resulting from the average of the sum of the multiplication of the Average Real Income Per Capita Decile 1,2,3,4 of Metropolitan Lima by the Average of Members of the Urban Poor Household.”
However, in the Technical Report Peru: Evolution of Monetary Poverty 2014-2023published by INEI, compares the results for the years 2022 and 2019 at the national level, “observing that the cumulative expenditure distribution curve indicates that per capita expenditure has decreased at the national level for the entire population.”
“Therefore, with the application of the formula established in the Operating Regulation – AVN [vivienda nueva]the maximum IFM would be S/3,322 and, according to the Operating Regulations – CSP [sitio propio]the maximum IFM for this modality this year would be S/ 2,403.50,” the resolution states.
Finally, the General Directorate of Housing and Urban Development Programs and Projects (DGPPVU) argued in three reports that it is necessary to suspend the application of the formulas for calculating the maximum IFM provided for until the update of the maximum IFM for the year 2025.
During this suspension period, the Maximum IFM corresponding to the modalities of Acquisition of New Housing and Construction of Housing on Own Site established for the year 2020 will be applied.
