The last time the minimum vital remuneration (RMV) was increased in our country was in May 2022. On that occasion, Pedro Castillo’s government published Supreme Decree 003-2022-TR, through which the basic salary of S/930 to S/1,025. Since then, the increase in the RMV seems not to be a priority on the agenda of the National Council of Labor and Employment Promotion (CNTPE).
Despite the announcement made by the current president Dina Boluarte in July of last year, there is still no consensus formula for the technical review of the minimum wage. Faced with the recurring demands of the union centers, the Minister of Labor, Daniel Maurate, spoke again on the issue after his participation in the annual meeting of the International Labor Organization (ILO) in Geneva.
Increase in the minimum wage 2024: what did the Minister of Labor say?
Several months have passed since the last session of the National Labor Council was held, in which the requests of government representatives, workers and businessmen were analyzed to build a labor agenda and form an ad hoc commission to review the rules and guarantee the periodic meetings of said body.
Since then, Gerónimo López of the General Confederation of Workers of Peru, explains to La República that this tripartite meeting space has not been reactivated, much less has it been accomplished with “reactivating the special minimum wage commission” of the CNTPE. In this context, the Minister of Labor, Daniel Maurate, once again spoke out about this unfulfilled promise by the government to increase the RMV.

If there is that rumor, we must be very precise: we have specifically said that we are evaluating the economic recovery of Peru, which happily is on the right track and if that continues perhaps in the second half of the year We could now introduce this issue within the National Labor Council to be able to discuss the increase in the minimum living wage,” he said during an interview in RPP, where he took stock of his participation in the ILO annual meeting in Geneva.
It is important to mention that since 2007 there has been a technical review mechanism in the CNTPE so that the percentage increases in the RMV in a given year are equivalent to the sum of inflation and the percentage variation in average labor productivity in the previous year. . However, this proposal has not materialized to date.
Peru joins the ILO Governing Council
In statements to RPP, the Minister of Labor, Daniel Maurate, highlighted the election of Peru as a full member of the ILO Governing Body during the 112th International Labor Conference for the period 2024-2027.
“It basically commits us to having the space to manage the agenda of the assembly. Also, we have the vote to elect the next director general of the ILO, and we will also have participation in all decision-making activities because the Governing Body is a executive body of this great organization that was founded in 1919, which has been the protagonist of great labor changes in the world,” he stressed.
In a recent statement, the country’s four union centers pointed out that “Peru’s recent incorporation into the ILO Administrative Council comes from government representatives and does not have the support of the workers.” Faced with these objections to the election modality, Maurate assured that there is no conflict and that they will continue to promote policies to promote employment and labor peace.
