In an increasingly globalized world, cross-border financial management has become a necessity for many citizens who work or reside outside their home countries. In this sense, the National Superintendency of Public Records (Sunarp) and the Ministry of Foreign Affairs of Peru have simplified the process of granting powers for the withdrawal of funds from the Pension Fund Administrators (AFP) by Peruvians who They reside abroad.

The digitalization and modernization of these consular procedures have been a key component in this transformation. Now, it is possible to dispense with having a representative and physically send documents to the country to later legalize and process them at Sunarp. All you have to do is enter a website to present consular powers of public deeds, a measure that is faster and less expensive to access the disbursement of individual capitalization accounts.

Powers for AFP withdrawal from abroad: what did the authorities say?

The national superintendent of Public Records, Armando Subauste, pointed out in statements to the Andina agency that the processing of consular powers for the withdrawal of private pension funds is one of the procedures most requested by Peruvians residing abroad.

“There are quite a few requests when these AFP withdrawal spaces are opened. Then there are the issues of intestate successions, for which consular powers are also presented, as well as the purchase and sale of assets in the country where the power is entrusted to a third party. to do it,” he explained.

For his part, Ambassador Alberto Farje, general director of Peruvian Communities Abroad, reported the existence of an agreement signed with the Ministry of Foreign Affairs that facilitates the process of registering consular powers by public deed, through digital means.

Previously, after obtaining the consular report, you had to get a representative and physically send the document through mail services, to then legalize it at the Chancellery and subsequently carry out the corresponding procedure at Sunarp. However, thanks to this agreement, this process has now been considerably simplified.“he highlighted.

How to register a power of attorney in Sunarp for AFP withdrawal?

Peruvian citizens living abroad can present consular powers of public deeds digitally through the SID Sunarp platform at THIS LINK. This measure seeks to save time and money through a system that reduces the process to five days and the cost of registration fees to only S/24.60. Let us remember that previously sending papers was equivalent to US$100, plus S/31 for the legalization of the Foreign Ministry.

Now, the launch of the digital service makes it possible to provide facilities to Peruvians who reside outside the country and thus speed up their legal procedures so that they can access the disbursement of up to 4 UIT (S/20,600) from the AFP. They only have to follow these steps, according to the general director of Peruvian Communities Abroad:

  • It is necessary for users to access the website of the nearest consular office, where they can find the necessary requirements to draft the public deed, whether special or general.
  • Once you have selected the type of power of attorney and met the requirements, you must request an appointment.
  • Before the scheduled date, the consulate will contact the applicant to review the wording of the public deed document.
  • On the agreed day, it is essential to appear punctually and with the identity document to sign the power of attorney, which will subsequently be sent electronically to Sunarp for official registration.

AFP Withdrawal: In which consular offices can it be processed?

Currently, the service to manage powers for the withdrawal of AFP and other procedures, through the electronic sending of documents to Sunarp is active in 31 consular offices of the 116 that Peru has in the world. Among these are Miami, Atlanta, Los Angeles, in the United States; Sydney, in Australia; Geneva and Bern, in Switzerland; Iquique, in Chille, among others.

From December 15 of last year to May 9, 2024, approximately 2,900 powers of attorney have been made by public deed in the Peruvian consulates abroad, of which 2,406 have been registered in Sunarp, via digital means.

According to those responsible for the project, “the electronic sending of the parts significantly reduces the risk of fraud or falsifications, providing greater confidence to both citizens and the Peruvian State in the validity and authenticity of the documents.”
