The Government of Dina Boluarte considers it prudent to return tax benefits to agro-export companies, which will once again pay a rate of 15% in Income Tax (IR) – while the general rate is 29.5% -.
“In a month we will have the proposal for the new agrarian law. Basically and transparently I say it: return to the previous tax rate, 15% of the Income Tax (…). We hope that there will be delegated powers from Congress and pass the law. We will bring the law to Ica and talk to the workers,” Ángel Manero, Minister of Agrarian Development and Irrigation, told the press after attending the launch of Expoalimentaria 2024.
In Manero’s opinion, labor benefits, such as the Beta Bonus—which gives the worker 30% of the minimum vital remuneration (RMV)—will not be annulled, but he assures that “it put an extra cost on agro-exporters.” “It (the Beta Bonus) will not move because it is an earned right of workers, but conditions will be given (to companies) that somewhat compensate for the extra cost,” he assured.
It is worth noting that the Minister of Economy and Finance, José Arista, announced that his portfolio will not revive the Chlimper law (Law 27360), which alleviated the tax rate for agro-exporters for two decades, but they do point to agricultural labor reform “with “some things that can be rescued (from the discontinued Fujimori law).”
