Víctor Teodoro Carlos Estrella is the new Vice Minister of Electricity

Jaime Luyo Kuong’s replacement is an industrial engineer from UNI. He has previously served as Director of Electricity of Minem.

The Ministry of Energy and Mines (Minem) appointed industrial engineer Víctor Teodoro Carlos Estrella as the new vice minister of Electricity.

Supreme resolution No. 006-2024-EM, signed by Minister Rómulo Mucho and President Dina Boluarte, also accepts the resignation of Jaime Eulogio Luyo Kuong and thanks him for the services provided.

Carlos Estrella is an Industrial Engineer from the National University of Engineering (UNI), he has a Master’s Degree in Administration, as well as Postgraduate Courses in the United States, Canada and Japan. He has previously served as Director of Electricity of Minem.

He has more than 20 years of management experience in mining sector projects such as Cobriza, Andaychagua, Cerro de Pasco; in addition to companies in the electrical sector such as Yuncán, Electroperú, San Gabán, Electrosurmedio, among others.

It is not the only change in Minem. This morning the departure of Julio Walter Poquioma Shaffer from the Hydrocarbons office was also announced, who will be replaced by Iris Marleni Cárdenas Pino.
