Today the Executive made official the creation of the National School for Trade Union Studies, which aims to broaden the knowledge of the socio-labor regulations, health and safety at work that correspond to the labor regime of private activity, of the union leaders to Nacional level.
Through Ministerial Resolution No. 253-2021-TR published in the official newspaper El Peruano, it is established that the intervention will be managed and executed by the Directorate for the Promotion of Labor Formalization and Training in Labor Regulations of the General Directorate of Policies for the Promotion of Labor Formalization and Labor Inspection, within the framework of its powers.
However, this intervention was rejected by the General Confederation of Workers of Peru (CGTP), Central Unitary of Workers (CUT Peru), Confederation of Workers of Peru (CTP) and the Autonomous Central of Workers of Peru (CATP) because it violates the union autonomy and institutionalized coordination with the centrals on the subject.
“We warn that the Minister (of Labor) has induced the president to commit a serious error of anti-union interference and affecting institutionalized social dialogue. The management in the labor ministry is not giving a solution to the institutional problems of social dialogue and much less to the abuses against the working class, ”they said in a statement.
In this context, the trade union centrals called for the dismissal of the Minister of Labor and Employment Promotion, Betssy Chávez.
“This practice leaves much to be desired of the competences of the minister and her team, to genuinely represent the Government, in a portfolio of such importance for social justice. In this sense, in defense of union autonomy, political independence and the economic, social and political governance of the country, we demand to put an end to manipulation and demagoguery in the labor ministry. We demand the dismissal of the Minister of Labor Betssy Chávez.
They added that after the resumption of activities in the National Labor Council (CNT), the debate or the signing of the declaration of binding guarantees regarding the social dialogue agreements between the government and social actors has not been finalized.
“Around the workers, the harassment, the verified denatured contracts, the labor relations disguised under commercial contracts, the ignorance of the collective agreements, the fraudulent outsourcing, the informality in the supply chains of the formal companies and multinationals, the freezing of salaries and the blocking of collective bargaining ”, they pointed out.
