The Ministry of Agrarian Development and Irrigation (Midagri) will seek the Government of Canada to complete the execution of US$750 million for the construction of the first phase of the third stage of the Chavimochic irrigation project, in La Libertad, in 2027.
The third stage of Chavimochic, now commissioned under the Government to Government (G2G) modality, has two phases. The first, which seeks to complete the Palo Redondo dam and the third Siphon, will be completed in the next three years, according to ministry sources, although regional president César Acuña has gone ahead to offer it for December 2026.
“My Government assumed, with firmness and conviction, the challenge of unblocking important works projects that were forgotten for many years and today, dear sisters and brothers, you are witnesses of the signing of this act,” said the president. Dina Boluarte during the signing of the contract.
However, in Chavimochic III the second phase is still pending, led by the Regional Government of La Libertadand in which little or no progress has been made: the mother canal, the hydroelectric plant and the automation of the project.
“What President Boluarte came to sign was the negotiation minutes to just agree on how this first phase would be done, which is not the same as beginning the unblocking,” says Alfonso Medrano, president of the Chamber of Commerce of La Libertad.
Works would begin in 2024
With the first phase completed, 400 million m3 can now be accumulated in Palo Redondo, that is, there would be water resources for 30,000 hectares, which would generate more than 150,000 jobs. In addition, among its benefits is the safe supply of water for a million trujillanos.

“The ideal would be for the governor to already begin the second phase. I know they are moving forward with the outlines, but Proinversión still has nothing. We are invoking GORE so that the second phase begins at once and that it can be done in parallel,” rescues the head of the Chamber.
Once finished, Chavimochic III in its two phases will allow storing and conveying water for 63,000 new hectares, as well as the improvement of 48,000 hectares. Its implementation will increase the production of agricultural areas and benefit 129,500 local producers, in addition to generating foreign exchange of more than an additional US$1.2 billion annually.
It should be noted that, in 2023, the GDP Agriculture in La Libertad and Lambayeque fell 30% due to lower blueberry, olive, asparagus and mango crops, associated with problems of water stress and high temperatures in the north of the country, according to IPE.
