Sunarp: Municipalities can register land awards through the internet

The national superintendent of Public Registries (Sunarp), Harold M. Tirado Chapoñan, specified that the provincial and district municipalities that subscribe to the Municipalities Digital Intermediation System (SID) they will be able to process the awarding of titles issued with digital signature in the Land Registry completely online.

According to resolution No. 134-2021-SUNARP / SN, published in the official gazette El Peruano, the registration of the award through the Municipalities SID will reduce the number of observations that the registrar generates when presenting a property title. , issued by a provincial or district municipality, thanks to an agreement for the delegation of powers.

“Taking into account that a physical property title can be falsified, the public registrar usually requires the municipality that generated the document to confirm its authenticity. Although necessary, this process causes delays in the term of the registration procedure. This is the importance of local governments subscribing to the Municipalities SID, a virtual platform that seeks to guarantee the security and speed of the registration procedure, ”said Tirado Chapoñan at the IX National Plenary of Public Registrars 2021, in Pucallpa.

Sunarp: benefits of online property registration?

Property titles generated by district or provincial municipalities They are documents that are fully valid by the Peruvian legal system. Its benefits include increasing the value of the property and that can be used as a guarantee to obtain a loan in a financial institution, in addition to helping to solve the problems of boundaries between lots of two or more citizens.

In the case of those municipalities that already have a valid adhesion agreement to the Municipalities SID, the resolution specifies that they already have the award act enabled from the date of publication of the same, so they are not required to sign any addendum. .

It is important to specify that the electronic presentation, through the SID Municipalities module, constitutes an alternative means to the presentation of titles in paper support of the provincial and district municipalities.

In addition to the recently incorporated award act, through the Municipalities SID all subscribed entities – and that incorporate the digital signature for their administrative acts – may also process the registration of certificates of numbering, nomenclature and jurisdiction in the Land Registry, as well as the registration of separations and divorces in the Registry of Natural Persons.
