Reactivation with credits for mypes hindered by state disorganization

“With us, Minister Contreras recognized that the ministries do not coordinate. We witnessed the most palpable example on Sunday, when Ana María [Choquehuanca, titular del Produce] He had to ask a leader to go out and protest against his Interior neighbor. This is a lack of leadership from the PCM, which is not interested in the ministries being operational among themselves,” reveals Daniel Hermoza, director of Mypes Unidas del Perú (MUP).

In this way, the announcement of a new record allocation of S/800 million in guarantees for the Impulso Myperú program, aimed at the reactivation of micro and small businesses through loans with state guarantee from Cofide, has not ended up having a positive impact among the businessmen in the sector, because the regulations in which the guidelines had to be specified to include companies outside the financial system have not yet been published.

On January 10, the head of the Ministry of Economy and Finance (MEF), Alex Contreras, met with a group of mypes leaders — while another asked for his departure — to detail the fate of the other S/10,000 million that were not They had been auctioned for the program, now with the participation of medium and large companies.

This week the first results were seen, after having allocated S/800 million and, with this, reaching a total of S/5.3 billion in support for entrepreneurs, although at an unconvincing rate.

“At a time when mypes have had low profitability and sacrificed profits to survive, 13.8% is very high. They are going to have to transfer it to the consumer,” she anticipates.

Ministerial obstacles

The other side of the coin is public purchases, which continue in a “paralysis induced by the State itself.” This is the case of the controversy between Produce and Mininter over the purchase of uniforms for the PNP, which is already 11 months late.

Sector sources indicate that Contreras himself has requested a report from MEF officials to find out why payments to suppliers are delayed. At this moment there are many public institutions that are not paying even small, large or medium-sized entrepreneurs, and with that the payment chain is broken. Meanwhile, Cofide advances.

“In theory, tomorrow [hoy] The decree for the Impulso Myperu regulations should come out, unless they said 15 business days and not calendar days. Therefore, it would come out the first week of February,” says Hermoza.
