Likewise, the head of the issuing entity specified that the use of constitutional measures that had not been used, such as the vacancy and closure of Congress, brought with them a climate that would only be solved by “changing the rules.”
“Until 2014 there were three countries that had a strong presence in the region, they were Panama, the Dominican Republic and Peru. Although it is true (the first two countries) are growing at a slower rate than before, they continue to lead growth in the region. In Peru, I think that the situation of political instability has taken its toll, not in stability, because I think we have known how to protect it, but in growth“said the head of the BCRP.
Along the same lines, Velarde Flores indicated that eight years ago two political parties “with the same ideological bias” obtained victories, one in the Executive and the other in the legislature, resulting in great discrepancies.
“We have had, since 2016, a succession of governments within the constitutional rules. In that year, two right-wing candidates went to the second round; one more liberal (Pedro Pablo Kuczynski) won the presidency, and another more conservative (Fuerza Popular) Congress. When they are often of the same ideological bias, the confrontations are greater,” he added.
As part of his speech, the economist mentioned what he considers were the actions that ended up destabilizing the country and emphasized the way in which they can be confronted.
“Weapons that are in the constitution began to be used, but have never been used, the presidential vacancy is 200 years old in the constitution and the closure of Congress is 60 years old in the constitution, but no one had dared to use them. Once they were use these nuclear weapons (vacancy and closure of Congress), you really have a conflict situation that can only be resolved by changing the rules, and that change has to happen,” said the official.
