Segura: “We have a State with serious limitations and without the ability to reach the entire territory”

The former Minister of Economy and Finance, Alonso Segura, said that there are problems of compliance with the legal frameworks in force at the public and private level, which limit the country’s productive and development capacity.

During his participation in the second day of the III Amazon Business Congress: “The urgent challenge of sustainable and inclusive development of the Peruvian Amazon”, the economist explained that there is a problem of capacity – and when it is not capacity, of “will” – at the governmental level to comply with the rules of the game. This generates a high negative impact on production activities, such as forestry.

“We have, and I think it is no secret to anyone, a State with serious limitations and without the ability to reach the entire territory. In the particular case of the legal framework at an economic level, the further away we are (from the capital), the more difficult it is for there to be that role of enforcing laws and regulations ”, he affirmed.

“The other dimension in compliance with the regulations goes through a matter of the State complying with its own rules. We have, unfortunately, situations in which the authorities do not have the necessary capacity and will. That is the reality and it is difficult to reverse it, as it is an institutional dimension with economic implications, ”the former minister stressed.

In this sense, Segura Vasi recognized that these shortcomings transcend the public apparatus and are installed in private sector actors, which in the face of their disagreement may degenerate into their own commercial activity dying.

“The problems also occur in the private sector. We have a high degree of heterogeneity in terms of capacity, will and understanding of legal and technical behaviors. When they are activities with a longer horizon, because they are projects that require greater investment, this inability to comply with the most basic rules of the game can make driving them prohibitive ”, he indicated.

“As long as we cannot reverse these low capacities and the lack of will of the authorities to comply with the legal framework, it will be more difficult to conduct the economic activities that the country needs,” he remarked.
