Port of Chancay is 56% built

The Chancay megaport will represent a “revolutionary change” in international trade and in 30 years it will consolidate us as the gateway to the Pacific basin, according to the president of the Council of Ministers, Alberto Otárola, because it will bring us closer to China and allow us to be the point starting point for both Peruvian exports and those of Brazil, Bolivia, Chile and Ecuador, among others.

Among the strengths of the coastal colossus 80 kilometers from Metropolitan Lima, the reduction of costs and deadlines will stand out: the goods would arrive ten days earlier in Asia.

Within the Executive Branch, optimism prevails about the terminal, which will require the construction of roads and infrastructure in order to nourish the port hub extended between Chancay, the Ancón Industrial Park and the port of Callao. According to the Minister of Economy and Finance, Alex Contreras, there is a portfolio of S/550 million for transportation, sanitation, health, education and environment works in strategic points of the hub. S/154 million are already contemplated in the 2024 Public Budget.

“A very important productivity shock will be generated. We have a strategic location, they are advanced industries (…) the port hub and the process of promoting the naval industry are going to change the history of Peru,” he commented.

US$500 million will be executed in 10 months

Carlos Tejada, deputy general manager of Cosco Shipping – the Chinese firm that has a 60% stake in this project – told La República that the first stage of the Chancay megaport is 56% complete.

Remember that in this section an investment of US$1.3 billion is contemplated for four berths: two for bulk and general cargo, and another two for container ships.

In budgetary matters, Tejada specifies that they are at 60%—close to US$800 million—and “in any case” they will deliver the first stage by November; specifically, within the framework of the APEC summit, where the visit of the president of China, Xi Jinping, is expected.

On the other hand, the expansion and modernization of the port of Callao to date required an investment of US$1,000 million: in the northern area, the permits for the execution of stage 3A for US$81 million are now being concluded to increase storage capacity; while the south pier is 80% complete in phase 2 and its additional investments will culminate next April.

“You cannot conceive Chancay without Callao,” said Prime Minister Otárola.

Benefits and challenges

It will sound like a repeated record, but Minister Contreras pointed out that they are working on a new law on the Special Economic Zones (ZEE), which is committed to giving tax and logistical advantages to companies and – now – it would be discussed at the end of the month in the Minister council.

This reform is evaluated jointly with the Ministry of Foreign Trade and Tourism (Mincetur). Tejada recalls that this initiative will be sent to Congress due to its nature as a tax regime.

Likewise, Contreras Miranda recognized that in order to catapult the naval industry, they will repower the Industrial Services of the Navy (SIM) and create a special line of financing for MSEs that are suppliers to this sector and adapt to international standards.

“When we have the result we will report it with great seriousness and transparency,” the official concluded.
