The outlook for the awarding of Works for Taxes (OxI) projects by public entities (ministries, regional governments, local governments and public universities) for the current year 2024 is favorable. They are expected to exceed the barrier of S/1,000 million, according to estimates by the Private Investment Promotion Agency (ProInversión).
To date, ProInversión and public entities have identified a portfolio of 60 projects and investments for an amount greater than S/3,136 million to be promoted during 2024, of which at least S/1,000 million is expected to be awarded.
“The outlook for this year is favorable in terms of awarding and executing OxI projects. Projects are in the pipeline such as the Improvement and expansion of Hospital Health Services in Víctor Ramos Guardia – Huaraz, which will require an investment of more than S/1,000 million; There are also the road projects of the Ministry of Transportation and Communications,” said the head of ProInversión, José Salardi.
In 2024, an increase in the awards of IOARR investments is also expected after the scope for its execution through the executing units was approved in 2023, which will allow more public entities to promote in large numbers and in a decentralized manner.
ProInversión reports that in 2023 public entities have managed to award 23 projects to be executed through the OxI mechanism, for a total amount of S/518 million. This amount is 11.6% higher than the amount awarded last year (S/464 million) despite the fact that regional and local authorities have begun their efforts this year.
In 2023, the awards of projects in the education sector stand out, reaching S/317.4 million (61.2%), followed by security and public order projects for S/113.4 million (21.9%), transportation with S/19.6 million (3.8%) and sports with S/18.8 million (3.6%).
More and more companies are joining OxI: Cerro Verde arrived in 2023
A relevant issue observed in 2023 is the incorporation of new companies as financiers of this type of projects, which denotes the confidence of the private sector in this mechanism and its commitment to the development of infrastructure and public services at the national level.
The new companies that have joined are: Sociedad Minera Cerro Verde SAA, Mafersa Company SAC, Fiberlux SAC, Fondo Investa SAC, Geosynthetic Engineering Services EIRL, Romma Consulting SAC and SYM Servicios Integrales del Perú SAC
Likewise, in 2023, three IOARRs have been awarded for the first time; Optimization, Marginal Expansion, Rehabilitation and Replacement Investments (IOARR) are specific interventions on one or more strategic assets to provide continuity, improvement or optimization of the production units in operation.
Two IOARR were awarded by the Regional Government of Loreto to the company Segumax Tactica SAC for the purchases of trucks and motorcycles and to improve citizen security in the region, for approximately S/16.3 million; and another awarded by the District Municipality of Alto Pichigua, Espinar (Cusco), to the company Ipesa SAC for the acquisition of agricultural machinery and equipment, for approximately S/3 million.
ProInversión: 530 projects have been achieved by OxI in Peru
With the result of last year, since the creation of the mechanism (2009) until the end of 2023, 530 Works for Taxes projects have been awarded throughout the country, for a total amount of S/7,511 million.
This has been possible due to the commitment and joint work of 19 regional governments, 205 municipalities, 8 ministries, 2 public universities and 155 private companies that have been participating in the financing of public investment projects through this modality, benefiting more than 22 millions of Peruvians.
“These results are the product of the technical work of public entity officials, who have specialized technical support from ProInversión, which also promotes and coordinates with private companies in order to ensure that the financing and execution of the projects are committed.” , highlighted the executive director of ProInversión, José Salardi.
It should be noted that ProInversión provides free advice and technical assistance to public entities, and coordinates them with private companies interested in financing these projects. The selection processes and awarding of the Works for Taxes projects are carried out by the public entities that own the projects.
