According to the 2021 Actuarial Financial Study, updated to 2022 and 2023, carried out by the International Labor Organization (ILO) and the Social Health Security (EsSalud), a recomposition of the financial balance of the institution must be taken into account. Mainly because the projected deficits starting in 2023 show that in the long term there could be a deterioration in the quality and timeliness of services and benefits.
It should be noted that recently the Congress approved an opinion where obligations are reduced for large agro-export companieswho will have the freedom to allocate only 6% to EsSalud for the care of their workers until 2028, when through the new agrarian law approved (law 31110) the contribution was expected to rise to 9% by 2025.
This, taking into account that for around 20 years the rate that companies contributed was only 4%. Pedro Francke, former Minister of Economy and Finance, It foresees tax losses of more than S/400 million for 2024 alone.
“A comprehensive strategy should be adopted, with several measures implemented gradually, in order to provide a solution to the problems identified in the base scenario,” said Sergio Velasco, ILO social security consultant, in charge of presenting the Actuarial Study.
ILO proposals
The ILO has been in charge of evaluating seven scenarios that show possible strategies and institutional policy measures to improve the financial situation of the Peruvian social health insurance.
Among them is the reestablishment of the contribution on bonuses and gratuities for National Holidays and Christmas, that is, the increase from 12 to 14 months in contributions, which would achieve a 14% improvement in income.
Likewise, it indicates that the contribution rate must be standardized as a base for all contributing workers to achieve an improvement of 7%. Likewise, the study proposes establishing a minimum contributory base for all pensioners (Private Pension System and proportional pension) and cessation of pension transfers to the ONP.
