With the aim of strengthening and accelerating the transition of State entities towards the Civil Service regime (Servir), the Executive published a legislative decree so that this transfer can be accelerated and put an end to the disorder in the entry of personnel into the State.
For this purpose, it has been established that public institutions belonging to the Executive Branch must necessarily have a Entity Profile Chart (CPE), where the characteristics of the personnel required are specified. The period they will have to prepare this document is 180 days or 270 days for those who have special careers, such as in the health or education sector.
The CPE will allow an end to discretion in hiring personnel.
“After they have their CPE, the entities, according to the budget they have, begin to hold public merit contests so that people who meet (the profiles) can apply and the best one is chosen,” Ana Pari explained to The Republic.
According to the official, it is expected that around 174 public entities will have their profiles by 2024, which will be able to call a public tender for their positions and incorporate personnel under the regime of the Civil Service.
“The benefits of the Civil Service are to offer 14 salaries, a CTS and 30 days of vacation. It also allows the public servant to have a career path,” Pari said.

Provision. If the entity does not approve your CPE, Servir will be responsible for preparing it within a period of 90 days.
