Congress proposes to deliver a bonus of S/500 to agricultural producers

Congresswoman Kelly Portalatino of Free Peru has proposed that the Ministry of Agrarian Development and Irrigation (Midagri) be authorized to deliver a bonus of S/500 in favor of farmers with cultivation areas of 0.5 hectares up to a maximum of 10. The objective is to reactivate the economy of agricultural producers and guarantee the 2023-2024 agricultural campaign.

Bill 6708 specifies that farmers must be registered until November 16, 2022 in the Register of Agricultural Producers and their Organizations in Value Chains, created by the fifth final complementary provision of Law 30987.

Furthermore, they must not be registered in the Computer Application for the Centralized Registry of Payrolls and Data of Human Resources in the Public Sector (AIRHSP).

The initiative argues that a series of crises have been hitting the sector in recent years, starting with the rise in prices of fertilizers and fuel, as well as those derived from climate change: first came the Cyclone Yaku —which has had a cost for the country of S/1.3 billion, especially in the northern regions— and then the El Niño phenomenon.

“The granting of a subsidy to the agricultural sector is important, given that the latest results of the execution of the expenditure destined to mitigate the consequences of the El Niño phenomenon, “They do not reach the expected figures and the serious thing is that if we do not anticipate, the damage may be irreversible.”is stated in the document.

If the proposal is approved, the Executive Branch will have 30 days after the rule is published to issue the regulations. The document must still be evaluated by the Congressional committees before reaching the Plenary Session for debate and voting.
