New AFP withdrawal is not a priority for the Economy Commission

Yesterday at the extraordinary session of the Economy Commission of Congress, once again the debate to authorize a seventh withdrawal from private pension funds was suspended.

As the fourth point on the agenda, the presentation of the opinion proposed by this working group, led by César Revilla (Popular Force), to modernize the Peruvian system. This document includes all the bills referring to AFP withdrawals, and proposes authorizing the provision of up to S/9,900 (2 UIT) for those who have not made contributions in the last six months.

However, several legislators were against debating both issues together. For this reason, José Luna Gálvez (Vamos Perú) requested a preliminary question.

The vote was 10 in favor, 10 against and 1 abstention. This way The request was not approved, to which Guido Bellido (Perú Bicentenario) presented a reconsiderationbut it did not reach the minimum votes to separate them either.

Bellido recalled that in the previous legislature the commission was also chaired by a member of the Fujimori party, Rosangella Barbarán, and, as is happening now, it was not allowed to present the bills to authorize a new withdrawal from AFP or present a prediction, action that he described as perverse.

Then Revilla accepted the fourth intermission requested by Jorge Montoya (Renovación Popular), which made it clear that the document will be presented today, Wednesday, in the ordinary session with some changes. “We are going to rework the proposal, resubmit the opinion so that the debate can be restarted,” he said.

The prediction to reform the pension system states that adults who do not express their willingness to be in the public or private system will be affiliated with an AFP.

Besides, the ONP would no longer function as a pay-as-you-go system, but with notional accounts, while the increase in the minimum pension would be postponed until January 2025, when the Executive Look for it to be from 2024.

Another novelty that this document brings is that the consumption pension will be createdThat is, a percentage of the employee’s expenditure may be considered a voluntary contribution.

Private companies will return more than S/122 million

A total of 1,135 private companies have already taken advantage of the pension contribution payment rescheduling regime, called REPRO-AFP private, and will thus be able to pay the debt they maintain with 63,000 AFP members, which amounts to more than S/122 million 546,000, reported the AFP Association (AAFP).

The debt refers to the contributions that companies withheld from their workers until December 2022 (10% of their salaries), but that they did not deposit in their Individual Capitalization Accounts (CIC). Employers still have until December 31 to take advantage of this program.
