The Peruvian Association of Port Operators (Asppor) He asked to take into account the technical recommendations of the National Port Authority (APN) to execute a diversion plan in Callao before the imminent start of works on Line 2 of the Lima Metro.
In the joint communiqué of the trade unions of the logistics and transport sector of foreign trade, it is argued that the APN plan will allow the Transport authorities and the Callao Provincial Municipality (MPC) to substantially mitigate the effects of the terrible congestion in the accesses to the port, “congestion that will worsen on December 13 due to the temporary interruption of roads allowed by said commune to the concessionaire.”
“Foreign trade and the work in question itself can go ahead if the MPC implements the diversion plan proposed by the APN. We urge you to do so! ”, Said Favio León Lecca, president of the organization.
According to the APN proposal, this alternative contemplates that vehicles coming from Av. Argentina, they would enter the Óvalo Garibaldi by a road that would cut it (it must be implemented by the concessionaire), to go to Av. Dos de Mayo, turn right on Antonio Miro Quesada street (ex-Nicolás de Piérola), entering then turn left to access Av. Manco Cápac, en route to the APM Terminals Callao port.
The return of the trucks would be through Av. Manco Cápac, turning right at Jr. Nicolás de Piérola, and then access Av. Dos de Mayo with a left turn, taking Óvalo Garibaldi en route to Av. . Argentina.
Asppor: truck flow would rise more than 100%
According to Asppor, the concessionaire must implement this plan or the consequences will be regrettable; and it is up to the MPC to agree to this and not start works while the concessionaire does not do what is suggested.
“Otherwise, the flow of trucks in a single route would go from approximately 1,700 units and a peak per day, to more than 4,000 per day. The collapse of foreign trade would be total ”, explained Favio León.
Within the economic damage “exports and imports would assume additional costs for renewal of appointments, late arrivals, use of the operational area, false freight, demurrage and lost shipments as delays would exceed 6 hours / truck currently suffered”, precise.
“On the other hand, by using a single route we would create a congestion of such a nature that we would leave without access to Puerto Nuevo and surrounding areas: in an emergency it would be impossible to mobilize the population,” he added.
