What are the bonuses that will continue to pay in December 2023?

At the end of October, Law 31912 was published, which approved supplementary credits to finance expenses related to the reactivation of the economy and the response to the imminent danger caused by the El Niño phenomenon. Within this norm, the delivery of a series of bonuses for public sector workers and to assist families affected by collapsed homes was endorsed.

Although the Minister of Economy and Finance, Alex Contreras, had ruled out the implementation of more subsidies, the Government published an emergency decree on November 24 to allocate a new economic subsidy of S/700. Below, he knows the requirements and steps to collect these bonuses in force in December.

Artisanal Fisherman Bonus of S/700

According to Emergency Decree No. 038-2023, this second bonus of S/700 will be delivered to more than 47,500 artisanal fishermen in our country through the National Fisheries Development Fund (Fondepes). The granting of this economic bonus will be carried out through the Banco de la Nación, without charging commissions or expenses to the beneficiary, and the requirements to access are the following:

  • They must be formally dedicated to artisanal fishing activity, according to the Regulations of the General Fisheries Law, approved by Supreme Decree No. 012-2001-PE.
  • They must be included in the registry of beneficiaries of artisanal fishermen.
  • They should not benefit from other social programs.

According to the provisions of the Executive Branch, the General Directorate of Artisanal Fisheries of the Vice-Ministerial Office of Fisheries and Aquaculture of the Ministry of Production (Produce) has until Thursday, December 14 to prepare the registry of beneficiaries of artisanal fishermen and, from that date, there are 10 more days to begin the disbursement of this financial subsidy, which can be collected until February 28 of next year.

Lease bonus for emergencies

As provided by the Ministry of Housing, Construction and Sanitation (MVCS), this rental voucher of S/500 for emergencies (BAE) will be delivered preventively to families living in risk areas due to the El Niño phenomenon. In this way, the conditions of this subsidy, which was originally aimed at families who had lost their homes due to heavy rains, were updated.

This bonus will continue to be granted on a monthly basis for a maximum period of two years so that the victims can rent a new home. Below, find out the documents that must be presented:

  • The application for granting the Housing Rental Bonus for Emergencies (BAE).
  • The sworn declaration of not having housing other than the collapsed or uninhabitable one located in the department of origin (Lima).
  • The rental contract of the home signed with the landlord with signatures legalized before the justice of the peace or notary public.
  • If applicable, the sworn statement of the signatories of the aforementioned contract declaring the economic impediment to the legalization of signatures.

Bonus to the administrative staff of the Education Executing Units of the Regional Governments and Metropolitan Lima

Within the law of supplementary credits, the granting of a bonus of S/600 is also exceptionally authorized in favor of the administrative staff of the Education Executing Units of the Regional Governments and of Metropolitan Lima, who must be subject to the regime of the Decree Legislative No. 276, Law of Bases of the Administrative Career and Remunerations of the Public Sector. This bonus is not remunerative, compensatory or pensionable, and must be paid in December.

Bonus of S/400 for public defense personnel and access to justice

People who work in Public Defense and Access to Justice will also be able to access the extraordinary bonus of S/400. We refer to the personnel who are under the regime of Legislative Decree 1057 and 276. Below, find out the requirement they must meet to access this extra money:

  • Be registered in the Computer Application for the Centralized Registry of Payrolls and Data of Human Resources of the Public Sector of the Ministry of Economy and Finance as of August 31, 2023; and provide services in the District Directorates of the General Directorate of Public Defense and Access to Justice of the Ministry of Justice and Human Rights on the date of entry into force of Law 31912.

Bonus of S/709 for health personnel

According to article 30 of the supplementary credits law, this extraordinary bonus of S/709 will be delivered one time to health personnel who are included in section 3.2 of article 3 of Legislative Decree 1153 and to those health workers hired under the regime of the Legislative Decree 1057, as well as the administrative staff of Legislative Decree 276 and Legislative Decree 1057 of the Ministry of Health, National Institute of Health, National Institute of Neoplastic Diseases and the health executing units of the regional governments.   • Have a current employment relationship.
  • Be registered in the Computer Application for the Centralized Registry of Payrolls and Data of Human Resources of the Public Sector (Airhsp) of the Ministry of Economy and Finance.
  • Have at least five months of service.

What bonuses were scheduled to be paid in November?

Bonus of S/600 for public sector workers

According to the statements of the Minister of Economy, Alex Contreras, to La República, this extraordinary bonus had to be paid in November to state workers who belong to Legislative Decrees 276 (‘Law on bases of the administrative career and remuneration of the public sector’). , 728, 1057 (CAS) and laws 30057 (Civil Service), 29709 (‘Law on the special public penitentiary career’) and 28091 (‘Law on the diplomatic service of the republic’). To access this extraordinary bonus, these requirements must be met:

  • Have an employment relationship as of June 30, 2023.
  • Be registered in the Computer Application for the Centralized Registry of Payrolls and Data of Human Resources of the Public Sector (Airhsp) of the MEF as of June 30, 2023.

Teaching bonus of S/220

According to the Ministry of Education, more than 400,000 teachers and educational assistants appointed and hired in basic and technical-productive education should have received an extraordinary bonus of S/220 in November within the framework of the 2023-2024 Collective Agreement.
