This Monday, November 27, Donald Castillo Graham died in the city of Guayaquil, at the age of 80.

Castillo was Minister of Energy and Mining in 1991, and also held other public positions, such as undersecretary for electrification (1989) and director of the Ecuadorian Institute for Electrification (Inecel) in 1996. In addition, he is credited with solving the energy crisis in 1991 with which at that time, the country faced power outages for up to twelve hours a day.

In 2004, he became the manager of the Guayaquil Temporary Electricity Management Corporation (Categ) and was the president of the National Electricity Operator (Cenace) in 2006.

Furthermore, in 2020, he was the auditor of the National Electricity Corporation (2020), and also the president of the Regional College of Electrical and Electronics Engineers of Primorje (Crieel). He also worked as a private entrepreneur and consultant on energy issues at the national and international level.

With regard to the death of Castillo Graham, CNEL expressed its solidarity and condolences to the friends and family of the former official. They also mourned the death of the former minister on social networks.

Ángelo Erazo, a worker in the electrical engineering sector, posted on X: “See you soon, dear teacher, my dear engineer Donald Castillo G., thank you for allowing young people to have an important place in the sector. He once told me that change comes from within, today one of the brilliant minds in the power sector has just left.”
