The president of the Council of Ministers, Alberto Otárola, assured that the Peruvian Government is preparing a list of measures to make procedures more flexible in environmental, archaeological and urban development matters, among others, in order to reactivate the development of private investment in the country.
During his participation in CADE 2023, organized in Cusco, Otárola said that many of them represent an “obstacle” and that, instead, they will opt for tax incentives for specific sectors, such as agro-exporters.
“We are going to implement a set of regulatory facilities in order to reduce procedures and eliminate unnecessary obstacles, promoting the efficiency of project execution. The premier explained that the Executive Branch will promote the streamlining of land acquisition processes and deadlines, the flexibility of the expropriation of properties for disaster reconstruction projects, and facilities for archaeological interventions.
All of them, contemplated in legislative decree 1559, issued within the framework of the delegation of powers granted by the Congress of the Republic.
In the case of the sectoral boost, the measures will be aimed at supporting key sectors, such as agro-exploitation, for which a boost law is proposed that contemplates “tax incentives to boost investment and employment.”
“Additionally, we have announced the launch of the services for taxes program. I know that there is a whole debate on this issue, even ideological, but we have faith that this program will temporarily help us in Peru to finance health and education services in an emergency context. , as is the phenomenon of El Niño,” remarked the head of the PCM.
On the other hand, in terms of public-private awards (PPP), The Peruvian Government’s goal is to exceed US$2.3 billion in investments this year. This would mean 24 times more than the 2022 award level and almost 3 times more than the accumulated amount of the last 4 years.
