Qali Warma: Government declares administrative reorganization of the school feeding program

The Peruvian Government decided to declare administrative reorganization National School Feeding Program – Qali Warma due to “serious weaknesses at the administrative and management level that affect the effective provision of the service.” This reorganization could mean a total reform of the program, according to the decision made public today.

According to ministerial resolution D000206-2023-MIDIS, the measure is aimed at carrying out a comprehensive evaluation of the critical processes of Qali Warma, with the purpose of guaranteeing the safe, efficient and effective operation of the program, “which in turn allows optimize its organic structure and improve the quality of its services”.

Two years ago, through DS 143-2021-PCM, the “Procedure for evaluating the continuity of Public Executing Organizations, Programs and Special Projects of the Executive Branch” was approved, in order to promote the efficiency of Executive entities and better use of the public spending.

The objective was to guide the performance of these programs “to achieve results”, through the evaluation of their continuity that allows adopting improvements in their management or “implementing reform mechanisms”, as appropriate.

Qali Warma is a social program run by the Ministry of Development and Social Inclusion (Midis) created in 2012 with the purpose of providing quality food service for schoolchildren from public educational institutions.

However, the recent Report No. D000080-2023-MIDIS-SG warns that Qali Warma “it presents serious weaknesses at the administrative and management level that affect the effective provision of the food service and the specific tasks assigned through the different legal devices.”

Midis: 90 days to reform Qali Warma

The document presented by the General Secretariat of Midis also specifies that “it is pertinent to carry out an evaluation of the critical processes of Qali Warma.”

“With the purpose of guaranteeing the safe, efficient and effective operation of its substantive areas and allowing the formulation of proposals for improvements and organic restructuring, if necessary, to overcome the difficulties and deficiencies noted,” the document states.

For this purpose, the Peruvian Government will organize a sectoral commission to make the proposed evaluation process viable, within a maximum period of 90 business days.

It should be remembered that, through DS No. 006-2022-MIDIS, the validity period of Qali Warma was modified until December 31 of Fiscal Year 2027.
